Minutes of the Fair Lawn Environmental Commission on March
3, 2004
Attending members/reps: Wendy Dabney, Marty Etler (Council), Peter Kortright
(Planning Board), Todd Newman, Joe Pineiro, Carol Wagner (Health Dept), Elaine
Winshell, Yvonne Brandes
Absent: Mary Burdick, Jennifer Greenwood
1. Introduction of Yvonne Brandes as new member of EC (2nd alternate).
2. Health Dept. update: 2 reports received from DEP – Lea & Perrins had acidic
water discharge; fuel oil #2 leakage from underground tank at private residence.
3. Planning Board update: Wendy working on getting information from them on a
timelier basis.
4. Council update: Marty reported on the goose control measures to be taken at
Memorial– shake the eggs, put a fence between the river & the pool, scaring them
away, spray repellant on grass. Repellant is made from grapes but is classified
as a pesticide. A concern was raised that if the geese leave Memorial they may
go to Walsh pool area & fields. The EC’s idea of adding a dog run to the park
was refloated as a way to keep geese away. The PVSC will sponsor a regatta from
Elmwood Park to Maple Ave on April 24. There will also be a clean up at Lackland
site. Marty spoke to Ron Lottermann about doing 4 clean-ups using the Clean
Communities Grant instead of 2 each year & getting the Scouts involved in the
parks. He will find out about using prisoners to clean up behind Lyncrest. There
is a deal pending on the Clariant site pending EPA approval. The site has been
under remediation since 1993. The buyer wants to build houses or townhouses.
Also deal pending on Daly Field 7 Archery Field pending EPA approval. Naugle
House site still waiting for EPA approval. Wendy stated that when the issue goes
before the Bergen County Planning Board public comments could be made. The buyer
will bring Naugle House up to code, but not historically accurate.
5. Adopt-a-Park update by Todd: met with George Frye & Ron Lottermann about
recycle receptacles. They will test 2 pilot locations – food areas at Memorial &
Walsh pools. Todd will create educational pamphlets. Information can be put into
the spring bulletin. Will meet with coaches & teach them about program. Litter
Marshall program will soon be running. They are looking for deputies. Storm
Drain marking – idea raised to organize outings or give each of us materials &
if we see a storm drain that needs to be marked we can do it. Wendy suggested
getting the schools involved. We voted to buy a specimen tree from the EC budget
7 planting it at Memorial as our Arbor Day celebration on Saturday May 1. Todd
will e-mail information on trees available so we can decide what we want to
plant. We will have a clean up at Memorial in April. Todd will email with dates.
6. Bike Route update: Wendy reported that she sent information to the council &
should have more information at the next meeting.
7. Lyncrest Park update: Jacob Gulko sent Wendy a letter saying he would tour
the area, but he has not contacted Joe to do so.
8. Peter talked about the new state regulations for storm water. A storm water
plan must be drawn up by March 2005. The plan must include outreach. In 2 years
the town must pass a storm water ordinance. Fair Lawn is in good shape in regard
to this.
9. Wendy reported that Nike is sponsoring recycling used athletic shoes & is
donating them for use on athletic fields. She will talk to Ron Lottermann about
this.
The next meeting will be held on Wednesday, April 7 in the Municipal Building.
